Step 1 — Readiness & Commitment
Confirm organizational capacity and transfer responsibility from leadership to the Program Coordinator.
District and School Leadership complete the initial readiness decision before the Program Coordinator begins detailed planning. The Coordinator does not repeat the Capacity Assessment; instead, the findings become the starting point for implementation.
The key outcome of Step 1 is a formal implementation transfer: capacity findings, budget information, leadership expectations, student-interest information and any follow-up responsibilities move to the Program Coordinator.
Key Principle
All major resources needed to plan and conduct the program should be understood and available before detailed planning begins.
